Deepening Systematic Reform Requires Demolishing Monopolization

State-run enterprises used to be representatives of productive force and the embodiment of the superior social system of our country. Therefore, during a comparatively long history, State-run enterprises in deed make the country proud and the people delighted. However, with the development of society and particularly in the situation of deviating from the regulations of market, State-run enterprises gradually developed into monopolizing groups, which contend for benefits with the people so as to be scolded by the mass of people and to become a troublesome problem for the government.
It is remembered that the fist one to revolutionize state-run enterprises was Premier Zhu Rongji, who carried out boldly and resolutely a reform of them by way of bankruptcy, recombination, laying-off and split-flowing to unload the burdens from state-run enterprises, so that the half-dead state-run enterprises were saved from the verge of being closed down, going bankrupt and dying, and plenty of workers who had deep feeling for state-run enterprises turned onto the road of reemployment and redevelopment.
It was expected that through the reform state-run enterprises would become the main body of market, the representatives of the country’s advanced productive force and the embodiment of the superior social system. But it was unexpected that the scale of state-run enterprises became larger and larger, resources more and more concentrative and monopolization moire and more serious.
Nowadays,which is found to take the fourth place except Sinopec, China National Petroleum Corporation and China National Offshore Oil Corporation in the field of oil? Which is found to take the fourth place except China Mobile, China Uni-com, China Telecom in the field of telecommunication? As far as bank is concerned, though there is a growing number of banks and policy is more open to privately managed banks, how many banks are able to compete with the Industrial and Commercial Bank of China, the Constructive Bank of China, the Agricultural Bank of China and the Bank of China. As to the fields of electric power, water administration, railway, aviation,ocean shipping, mineral production, any one of them that is closely related to people’s life and can grow into a large scale is taken away by state-run enterprises with franchise. Fields, which are like bones without meat, are left for private capital to be invested in.
As is described in textbooks, state-run enterprises represent the interests of the country and have something to do with the nation and people’s life, so we ordinary people have no ill remarks on them. However, According to the data released by medium and our feeling, we are using nearly the most expensive oil in the world, the most expensive telephone on earth, the most expensive wet bank in universe, the most expensive air tickets in the Milk Way. According to to the knowledge we obtained in the past, only capitalists will charge people such high prices. But the fact is that it is state-run enterprises that fight for benefits with people by means of plundering. Indeed, it makes people sigh.
Once Lu Xun says, “I am always not afraid to conjecture Chinese people with the boldest heart.” Because he always believed that the Chinese people would revive through a new cultural movement, a liberation war or other more scientific approaches. And in fact I, too, is not afraid to conjecture our state-run enterprises with the boldest heart. I believed that state-run enterprises would return to market through systematic reform, top planning and market regulation. They would not contend for benefits with people if they did not benefit people. But I was wrong.
In 2008, there was a global economic crisis, and Chinese economy was faced with danger. As a result state-run enterprises were in difficulty. Premier Wen Jiabao promoted a supporting policy with a fund of 4000 billion RMB yuan.As a representative of privately managed business, I did not ge one sent. After such a huge investment flew into state-run enterprises, neither earthshaking reform designs nor price-reducing plans to benefit people could be seen. On the contrary, prices were rising higher and higher, costs were becoming more and more. When not enough money was invested in education, not enough money was provided for the aged and not enough money was put in medical guarantee, and when people wanted state-run enterprises to reach out a helping hand, they did nothing as if they saw nothing of them. Up to now no state-run enterprises have stood out saying “Let me provide money for children’s schooling, for the aged’s living and for people’s medical service.”
Why are state-run enterprises so arrogant and cold-blooded? There is only one reason. It is our system that lets them achieve the chance to monopolize. If every thing is decided by market except that the army must be nationalized like the situation in America, Japan, Europe and even South-east Asia, then our state-run enterprises have no systematic advantages, no governmental protection. If so, they will obey market rules in the tide of market economy.
I once visited Thailand, South Kero and other counties. They could not understand why oil must be managed by the state, why telecommunication business must be run with special permission and why banks are not put onto market. There are various rules for business entrance and various permits of franchise. This phenomenon is unreasonable and understandable in the West. Why must things of market be controlled by the government? Why must things belonging to people be managed by state-run enterprises?
The state leaders of a new term have assumed office for a year. I have heard for more than once Premier Li Keqiang’s ringing voice of promise to speed up systematic reform, return to market and let people share the fruits of opening and reform. But if we do not declare a war over state-run enterprises with the purpose of demolishing monopolization and getting rid of stubborn diseases, and if we do not set up and then improve a healthy, free and open market system, deepening systematic reform is just an empty talk.
“Although a strong pass of iron stands in the way, we take paces to get over it today”. We expect that a wonder of reforming state-run enterprises will appear under the strong and resolute leadership of the new term.
